Lovely colourful plastic banners, made in Mexico.  Papel Picado style but these fold out in a concertina fashion to make a 2m 3D garland.

Each set has 18 banners joined together to make a 2 metre garland when stretched out.  A piece of string supports the concertina action.  

Multi coloured plastic.  Suitable for outdoor use but will not withstand strong winds.
